Uber CEO Travis Kalanick issued a groveling apology to staff on Tuesday after a video surfaced of him yelling at one of his own drivers. 

Kalanick was caught on camera shouting 'bulls***' at driver Fawzi Kamel who confronted him at the end of a Super Bowl Sunday ride in San Francisco for lowering the prices of black car rides. 

A video of their heated exchange revealed on Tuesday, adding to Uber's mounting pile of woes.

Kalanick swiftly addressed it in a memo to staff which DailyMail.com obtained. 

'To say that I am ashamed is an extreme understatement,' he began his apology, later admitting that he needs 'leadership help' and to 'grow up'. 

'My job as your leader is to lead...and that starts with behaving in a way that makes us all proud. 

'That is not what I did, and it cannot be explained away. It's clear this video is a reflection of me—and the criticism we've received is a stark reminder that I must fundamentally change as a leader and grow up. 

'This is the first time I've been willing to admit that I need leadership help and I intend to get it. I want to profoundly apologize to Fawzi, as well as the driver and rider community, and to the Uber team,' it read.  

The footage, which was obtained by Bloomberg, shows Kalanick yelling at Kamel the who accused him for 'bankrupting' him by lowering the 'prices' of black car rides, the company's high end chauffeur service.

He had been trying to explain to the driver that the price of rides in the more luxurious cars hadn't fallen but that they simply weren't as popular as the cheaper alternative, Uber X. 

He said the company, which launched with a focus on the higher end service, had no choice but to start offering more affordable rides when competitors like Lyft sprung up.

The driver, dissatisfied with his reasoning, said 'no one' trusted him because of the changing agenda. 

'People aren't trusting you anymore? Do you think people will buy cars anymore? Nobody wants to buy a car.  I lost $97,000 because of you. I'm bankrupt because of you,' he said, suggesting buying his vehicle to drive for Uber was pointless now that he is making less money. 

Earlier in the journey Kalanick laughed to two female companions sitting on either side of him that 'every year is hard' and if it's not, he's not 'pushing hard enough'. 

'I make sure every year is a hard year. That's kind of how I roll. If it's easy I'm not pushing hard enough,' he said with a smile.

The unidentified women told him how one 'only dated older men' and said they were trying to 'loosen' him out of his 'shell'. 

Kalanick was traveling in the back of the car with two unidentified women before the fight. They giggled as they told them how they wanted to break him out of his 'shell' 

TRANSCRIPT OF TRAVIS KALANICK'S FIGHT WITH UBER DRIVER

Kalanick chatted to the two women who joined him in the backseat sporadically, telling them when his birthday was and listening to one say she only dates 'older men'.

He marveled over the Bay Bridge ('I'm so glad the bay bridge is what it is') before they came to a stop. 

The two women hopped out of the car and he began talking to driver Fawzi Kamel. A transcript of their conversation is below: 

TK: Good to see you man, thank you.

FK: Good to see you too. I don't know if you remember me but it's fine.

So we are reducing the number of black cars on the system over the next six months.

Yeah it's good.

Yeah you probably saw it on the email.

I saw the email, it starts in May. It's all about the rating but you, you're raising the standard and dropping the prices.

We're not dropping the price on black cars.

Yeah but in general.

We have to, we have competitors. Otherwise we'd go out of business. 

But you have the business model in your hands, you could have the price as you want but you choose to buy everybody a ride.

No, no, you're misunderstanding. We started high end. We didn't go low end because we wanted to, we went low end because we had to.

Why? (Because of) Lyft?

Yeah.

That's a piece of cake right there.

No, it seems like a piece of cake because I've beaten them. But if I didn't do the things I did, we would have been deep (inaudible).

So here's the thing. Luxe is in San Francisco so I have guys working on Luxe which will be 15 to 17 percent more expensive than black...

He abruptly shut down business talk as one asked where he was next traveling to, telling them: 'I can't talk about where I'm going.' 

The footage adds to the company's growing list of woes.

It is already facing horrific allegations that sexism, racism and homophobia are commonplace throughout its offices from former female employees who say they were routinely harassed. 

Kalanick has brought in former US Attorney General Eric Holder to investigate the accusations. 

One woman, who aired her grievances anonymously in a blog post last week, said 'abusive attitudes' she was subjected to were fostered by the CEO. 

On Monday it was revealed that one of Uber's senior executives failed to disclose a sexual assault allegation from his previous employer, Google. Kalanick asked for his resignation after discovering the allegation.

The company is also under fire from its Silicon Valley competitors. Google's self-driving car entity Waymo is suing Otto, Uber's version, for stealing its technology. 

In a lawsuit obtained by DailyMail.com, lawyers allege that Uber engineers stole 14,000 documents which map out Waymo's lidar technologies. 

Lidar is the network of lasers which map out the world around self-driving cars, allowing them to navigate themselves without drivers. 

Kalanick also bore the brunt of a user boycott earlier in the year. Thousands deleted the app en masse in protest of its response to demonstrations against Trump's immigration ban at New York's JFK Airport. 

While New York taxis stopped running as a show of solidarity to the protesters, Uber carried on operating but lifted the surcharge it normally applies when demand is high. 

Many viewed the move as an attempt to capitalize on the gap despite Uber's intention to do exactly the opposite. 

Kalanick later stepped down from Trump's economic advisory council as a result of the row.

Park board agrees to reduce fees charged to developers

More are sure to follow. FILE PHOTODevelopers seeking to build multifamily housing along Thousand Oaks Boulevard cleared a major hurdle this month when the Conejo Recreation and Park District's board of directors voted in favor of reducing its Quimby fees for that section of the city.

Quimby fees, authorized by the state more than 50 years ago, are paid by developers in exchange for permission to build residential units and are intended to maintain a balance between population size and park amenities.

In Thousand Oaks, Quimby fees have traditionally been calculated using the fair market value of the property under development to approximate what it would cost CRPD to build a park nearby. The goal is to have 4½ acres of additional parkland for every 1,000 people that come into the community.

But at its Feb. 5 meeting, the CRPD board voted to allow developers seeking to build within the Thousand Oaks Boulevard Specific Plan area—which stretches from Duesenberg Drive in the east to Moorpark Road in the west—to pay a set fee of $9,533 per unit beginning this year.

The fee is to increase 3 percent annually, which roughly mirrors the increase in property value in the city. The board report written by district staff cites a 3.17 percent annual increase in the median sale price of homes in the 91362 ZIP code for the last 15 years.

CRPD director George Lange praised the Thousand Oaks Boulevard Association and park district staff for coming up with a solution to the issue, which the parties have been tackling since early 2014.

"It's definitely different than what we've seen in the past," he said. "This collaborative agreement, I think, is great. As a resident since 1965, I'm really pleased to see T.O. Boulevard come up in standard."

According to a study prepared for and presented to the board by Blair Aas of SCI Consulting Group, the current fee to build multifamily residential housing within the specific plan area—where land is currently worth around $1 million an acre—is about $11,600 per unit.

That amount, developers said, was cost-prohibitive for constructing mixed use with residential in back and retail in front along the boulevard, a goal of the Thousand Oaks City Council as part of improving the downtown area.

"One of the walls we hit that made it almost impossible to build housing on the boulevard was the Quimby fee," boulevard property owner Dave Gulbranson told the Acorn last year. "We all support Quimby fees. It's essential that we have parks and recreational facilitates throughout the Conejo. (But) we need either a credit for the commercial aspect of (mixed-use housing) or we need to base the fee on the average price of real estate throughout the Conejo Valley."

The set fee established Feb. 5 would create some certainty for both developers, in knowing what they can expect to pay in fees, and the district, in terms of planning for incoming funds, said park district administrator Tom Hare, who presented the law change to the board.

Hare said the amount of money the district receives varies greatly from year to year but has dwindled recently as less development occurs due to less space being available.

"We don't even count on the money because the city is pretty much built out," he said.

In 2013-14—what Hare called an exceptionally good year for Quimby fees—CRPD brought in $600,000 in revenue from the fees. Still, that's only a very small part of the district's $20-million annual budget.

In the last 10 years, the district has averaged about $500,000 in Quimby fee revenue a year, according to Hare.

At the Feb. 5 meeting, board member Joe Gibson voiced concerns about what he called a "sweetheart deal" for developers that would be "leaving money on the table" for the park district.

Given there are no parks in the immediate vicinity where developers have already expressed desire to build homes, the district would have to purchase land if it decided to create a park nearby, where land is more expensive than in other areas of the city, Gibson said.

"I just want to be sure we all understand what we're doing," he said. "We're cutting a deal for the Boulevard Association."

Gulbranson, representing the association, said it would only be a sweetheart deal if builders could start projects immediately, before the annual increases begin.

"(Gibson) wasn't wrong. It would be a sweetheart deal if we could put shovels in the ground today, but we can't," he said.

Housing likely wouldn't get built along the stretch of the boulevard without the change, Gulbranson said.

"Quimby works and it's done a good job," he said. "It just doesn't work in that stretch of land."

The district's General Plan does not call for anymore parks to be built in the city, CRPD general manager Jim Friedl pointed out at the meeting. Quimby fees collected from T.O. Boulevard housing developers would therefore be used for improvements at existing parks, he said.

In spite of his concerns, Gibson joined the rest of the board in voting 4-0 in favor of the change. Park board member Ed Jones was absent from the meeting.
